Pokemon breeder here. There's a whole breeding group of pokemon called "Humanshape". It includes the vast majority of the psychic and fighting types for some reason. Oddly enough, Ralts is "Formless" (like most Ghosts).

The vast majority of Fighting types being human shaped because fighting explictly deals with punches and kicks martial arts style? there needs to be another reason? makes sense to me.

It has something to do with this japanese comedian who would put his hand to his head and say "That's the way it is, ma'am" or something along those lines.

Basically, Wobbufet was loosely based off of him, and his name can be translated to that catchphrase.

Also Blues must now use Wobbuffet for two reasons.

1) Wobbuffet is actually one of the better pokemon with an incredibly useful moveset and one of the few totally FUBAR'd unbalanced ones.

2) Nobody likes him.
