As for Pierce acting like Renny, that's not quite right. After Millenium House, he knows he's got to change the way he acts. He's being as he is now because he's a little desperate. Eventually it'll balance out.

Also, Rachel is seventeen. Irene went into a coma ten years ago. If Rachel joined PATCA before Irene's coma, she would've been at least seven.

I'd don't see why Pokesapiens wouldn't be allowed, although they'd probably wouldn't be the main feature of the shoot. Well, there is only two of them as far as I can recall (Leprihare and Aria) so it probably won't make a difference.
