It's only 10 bucks? HO SHIT, GET ON THAT SON. Quick before they change their minds!
To answer your question though, Persona 3 has absolutely nothing to do with Persona 1 and 2, minus some shout outs.
Warnings: The game is rather on the difficult side. Some of that is genuine difficulty, some of that is artificial.
Especially, the fact that you cannot control your party members UGHI AM LOOKING AT YOU MITSURU AND YOUR GODDAMN MARIN KARIN. WHY WON'T YOU HEAL ME? DO YOU HATE ME? FUUUUUUUUUUUUUUCK! Also, if the main character croaks, its GAME OVER. This becomes... troublesome... when you consider the way Light and Dark attacks work in the game. (Hint: They kill you. Forever.)
I will say there is nothing quite like that feeling of momentary panic in a SMT game when your enemy casts Hama or Mudo and you are all like "SHIT!" and then it fails and you let out a sigh, then another enemy casts it and you die and then there is nothing but rage.

If you ever get a PSP, then this is a good version of the game to pick up. It has a genderbend option where the protag is a female and all the social links change accordingly. Also, you can control your party members, which makes shit almost laughably easy.
On the downside, they use cutouts instead of showing what is happening and ditched almost all of the anime cutscenes.

God Hand is a completely balls insane action kung fu game with the sensibilities of a Bruce Lee x Blaxploitation x Jackie Chan crossover movie on LSD.
If this finely craft fact doesn't push you over into wanting the game, then go look up the end credits on Youtube. Be warned though, the game is a little frustrating and completely fucking insane, you will go cross eyed if you try to understand God Hand.
For one doesn't understand God Hand, he merely punches dudes int he nuts with the Ball Buster.
