The worst part is that it COULD have been decent. Had a pretty good acting cast, with the dude who played the Punisher up through John Malkovich, and Ron Perlman. Had some decent cinematography as well.

But the special effects and the writing were both just terrible.

It is indeed Lost Highway, and after posting I myself was surprised how instantly recognizable David Lynch's interior sets are. I would've given the win to you anyway if no one else said Lost Highway, because Mulholland Drive is close enough that I think it oughta count.
