Only if we teach it a non-ghost move that actually deals damage, since ghost moves don't affect normal pokemon either. If memory serves, most of Whitney's pokemon are also equipped with rollout, which is a rock move and will hit Gastly anyway.

You should definitely wait until the night to get a gastly if you don't mind waiting since there's no harm in having a ghost pokemon.

Gastly's final form, Gengar, can become one of the best Ghost pokemon in your roster; however, you should not focus on giving it ghost moves, since ghost is considered physical pre-Gen IV and the Gengar line has a mediocre attack stat compared to their astounding special attack stat. Gengar's base speed of 110 also allows it to get the first hit on most of your opponents, and with a base special attack of 130, the first hit would probably be all you need. Gastly's stats are similar, only less, of course, because it's a pre-evolved form.
Still, at this stage of the game you shouldn't worry about not having any special attack moves yet. Try switching it out after having another pokemon use spikes, because Gastly's Ghost-type prevents Rapid Spin from working.
Once you get into the late-game, try to teach a Gengar Thunderbolt and Ice Punch. This will guarantee that you will be able to hit (almost) every pokemon for at least normal damage. Also, give it Hypnosis, because sleep is always good.
Be wary of Gengar's below-average defenses, though. A simple Earthquake could be able to shut it down at full health. I'll probably demonstrate that later when I fight them myself.
