Yes, you can have SignSeqs for two NPCs. But set one for now (Chizuru since she's going to be there) and one for later (because you shouldn't expect to see Shizuka until at least Mission 4 where she still won't join).

Rule Updates regarding the Rage Point System:

All damage, dealt or recieved, will now grant 5/100 Rage Points. It may not seem like much, but when you consider that you get them from attacking and being attacked, it can quickly add up.
All classes now have another ability called Prime. You forfeit your action and double the amount of Rage generated by attacks recieved on that turn.
