This brings up the question... Why not use his "Me-Doken" and blast himself to wherever the cannon was aimed, leaving the other suckers to get shot out of a cannon?

Or, let them get shot first... then Hadoken himself... thereby killing off Jeff and his stupuid cannon, and having all the meat shields there for his protection.
