Ok, well, I took The MUGEN build you posted here over to my friends house and tried it out and basically confirmed that it isn't just my computer crashing because of RAM or it being old or anything. The build just had problems. We played it a good 2-3 hours and it was crashing all over the place due to certain characters, levels and the music was lagging, including the random song that kept playing when you were selecting your characters on the menu screen.

So basically, I'm going to try to make my own build, hopefully with my friends help (yeah, if he ever is not on WoW...).

Edit: After tons of my own editing of Mugen today and weighing tests vs two different types of MUGEN vs the one you posted here, I have come to the conclusion that WinMUGEN has a hard time handling MP3s. Or possibly some sound cards or possibly certain hardware setups have a problem in game playing MP3s while MUGEN is running at the same time. Everything else checks out ok, from stages to characters to the screenpacks, but when sound is added, midis and sound effects arefine. Only when MP3 music is added does lag and crashing occour. I'm convinced, aside from a few level and character bugs, that these are the things that was causing all the crashes of the game that would cause MUGEN to crash on my computer, but also on my friends super powerful, 3 month old $1,200 dollar computer.

So, pretty much I have no solution to this problem since there's no alternative except just using midis or no music at all. And I'd much rather have MP3 music. Other than this, I've figured out pretty much how to do everything else in a day. All I need to do is figure out how to propperly line up the characters on the select screen and do the work of putting in all the characters (and balancing their stats) and then adding each stage and music.

Edit 2

Ok, the problem is not that WinMUGEN has a problem with MP3s. Its that WinMUGEN has a problem with 'Hardware Acceleration' of sound. Which can be turned off by going to Countrol Panel>Sounds and Devices and then the Audio Tab and then Advanced. Then just drag the bar under Hardware Acceleration from wherever it is to None.

Installation Process

While on the note of MUGEN, I just extracted the file, but I'm not getting any specific instructions on how to "officially" install the dang thing on my computer...help?

You don't install it. Once you extract it to a folder, its done and you just double click the 'winmugen.exe' file and it runs. However, have fun. You are now on the awesome path of learning how to do everything else.

Quick tip. Look for a file called 'MWC' on google if you are looking to edit MUGEN. If not then just open the .exe and have fun.

On that note, I have pretty much learned how to do everything else, aside from editing characters themselves and for some reason on my build the arcade mode won't shuffle the characters randomly, they always start challenging me from the first guy and go down the line. But other than this, my Mugen build is coming along swimmingly and at a swift pace. And I got a second person helping me. Between the 100 characters we've downloaded so far and 150 stages, plus more we're gonna keep getting, this is going to be a blast.

dvr88: threadbumping = bad.

This thing hasn't had any posts since mid-March. I suggest you read the rules if you haven't already.

I don't think he was thread-bumping... only y'know, asking for characters in a relevant thread. Also, maybe 2 or 3 from that list I have... the rest, you can work hard and search like anyone else. Good luck!
