Isn't that more of a statement than a question?

What if I was stating it in a way that demonstrated me not knowing the answer?

Don't you see that it still really isn't much of a question as just you spouting off a random answer that could or could not be correct?

But doesn't the fact that he leaves it as a question show us all that he truly isn't sure, and thus should be commended for not pretending that he knows everything?
