Can we assume that he got there due to connections in high places rather than any actual skill?

Aren't ninjas skilled, whereas pirates make do on savvy, much like the pointy haired boss?

What about being a pirate takes skill, also, what about being a ninja doesn't take skill?

Doesn't the most recent ninja appearance clearly dictate that they are indeed skilled enough to appear when you least expect it?
