I believe Black Mage was annoyed that Red Mage had stopped burning, and thus BM narrowed the raw lines of hate that come out of his eyes to re-ignite the flames.

The very last line was just delicious juxtaposition

As above. Red mage stopped burning, so Black Mage set him back on fire, only to deliver that line.
