You know I kept wondering why my bittorrent is always so shitty and hey look at that, it's cause Comcast takes my torrents and covers them in shit.

...I want to take a moment to note that in typically sterling Washington Post newswriting style they don't tell you which fucking program Comcast is throttling until goddamn paragraph ten and who the hell even knows whatever all else is getting blocked.

well, they are.. but it's not just for torrent stuff.. all you hear about is "powerboost" like it's some magic thing that makes your internet faster. I have/had comcast (will be moving soon to an area with charter comm) their awesome superfast interwebs usually has a best download rate of 1.2mbps when it's suposed to be around 10

uTorrent has an option to encrypt your torrenting to help against things like this. I very much wish there was a way to get the full bandwith I pay for, because I've never seen my download speed at even half of what they tell me I have.

Verizon inserts blank packages into uploads to cut down on p2p as well. Of course it also screws over any games that you may want to play.

I find this complete and utter bullshit. ISPs charge me for a certain amount of bandwith, and what I do with that is my own damn buisness. If they can't manage to actually provide all the bandwith they've sold, they shouldn't be selling it in the first place.

As much as I hate to bring it up, wasn't Net Neutrality officially killed a short while ago?

This is something else entirely. They are actually interfering with your packets.
