Gadget's luck is counteracted by Wonka's utter lack of tolerance for damned fools. Wherever he's involved, idiots, cretins, charlatatans and the just damned annoying inevitably get their comeuppance.

All those dumbasses in the Chocolate Factory, along with Charlie's insane grandparents in The Great Glass Elevator.

Wonka would say "Oh, we've been looking into a line of treats for sentient robots, maybe you'd like to try our new motor-oil-flavored gum. It's still experimental though, so don't chew it for more than half an hour," and then Gadget chews it for 45 minutes and then immediately all his parts completely rust over.

Don't forget the part where the little orange men sing about being cautious or something. However, Wonka only has any real power inside of his factory. Everything he did required him to be inside. If they aren't at the factory, then Gadget wins.

Willy Wonka makes candy, while Inspector Gadget is a cop/living weapon..........Gadget wins despite his incompetence...........despite the fact that they operate in entirely different fields and would never EVER come into conflict.

In Glass Elevator, Dahl had Wonka running around on a space station kicking the crap out of aliens. His abilities were not limited by the chocolate factory.

Just because most of his feats occured within the chocolate factory does not mean he is restricted from accomplishing them elsewhere. At any given moment Wonka probably has three dozen different potentially deadly/debilitating candy treats squirreled away in that big purple suitjacket.

Besides, even on another field of battle, Wonka can lure Gadget to the factory using a Golden Ticket (Gadget would be convinced it was a 'clue', perhaps).

He wasn't kicking ass, his elevator was............and it was mostly accidental.........

besides, Gadget counts as a "construct", meaning that he is immune to poison, including the strange effects caused by ingesting Wonka's candies.

Even in the factory, Wonka would lose.

Wonka gives Gadget some gum, so while chewing it he remembers how fun it is to blow bubbles. He blows an extremely large bubble, it pops, jams the machine and covers Wonka in gum so he can't move while the room they are in is breaking apart due to the gum jamming the machines (Something like that actually happened in the shows).

Something along those lines would happen which would allow Gadget to win.

Again, in Wonka's factory, luck doesn't help you. Damn fools inevitably get their comeuppance. Where Wonka is concerned, if you're the kind of idiot who puts his hand down the drain just to see what happens, you don't find gold at the bottom, you just get your arm sliced off by the garbage disposal. If you pop the bubble, it doesn't burst onto someone else's face, it just suffocates you to death*. If you see a button that says "Do Not Push the Button" and you push the button, the person who gets fucked is you.

Dude, this is Gadget and Wonka, not D&D. And Wonka's candy has wide-ranging enough effects that something would affect Gadget. Again, full-body rust or permanent gumming up are probably big dangers.

Besides, Gadget's enemies are generally only slightly less idiotic than he is. Wonka, on the other hand, is a clever ornery bastard (least from what I remember of the books... in the movie he was certainly less ornery).

*or, in Gadget's case, just renders him immobile or whatever -- suffocation obviously being a danger very rarely applicable to robots.

Oh yes it does. It worked in Claw's bases all the time, then his main base once in a while.
