I'd probably feel slightly more comfortable tagging along with the 'Burlew-is-Fucking-Lazy' crowd if most of his critics were, in fact, accomplished webcomic artists (or equally accomplished in alternative creative fields.) When his staunchest critics are the types who are too lazy to even create a webcomic concept, period, it's kind of like the pot calling the kettle black, only the pot in this case is in barely serviceable condition yet nonetheless feels it necessary to remind a state-of-the-art kettle of its bland color scheme.
No offense to Mirai, he's far from the first to criticize Burlew on those grounds. And frankly, I have good reason to suspect Mirai has the potential to ultimately be more successful in the writing business than most of Burlew's other critics.
Personally, though? I think one reason why I'm so touchy in regards to the "Burlew is lazy" criticisms is that I actually prefer Burlew's 'when I feel like it' updating style in comparison to the forced daily or semi-daily schedule of a Dominic Deegan or even an 8 Bit Theater. The schedule forces writers to peddle out a new chapter even when they're out of ideas or suffering through massive writer's block; the result often materializes in lackluster or mediocre updates. (Dominic Deegan is probably a poor example as I consider the webcomic as a whole a titular example of trite mediocrity, but I consider 8BT and Least I Could Do great webcomics, yet have found some of their regularly scheduled updates dull, there's even been a few entire month-long arcs I've found sorely lacking.)
The tradeoff with OOTS is you're waiting a longer, indeterminate amount of time for a product that is (in my opinion, at least) consistently phenomenal in quality. OOTS still has the occasional dud of an update, but the ratio of hits to misses is far more exceptional than most other webcomics. I attribute at least part of that to Burlew's "laziness." Only I don't think Burlew delays his comics because he's lazy, per se; I think I'd compare Burlew most to the writers of LOST. Like Damon and Carlton, he has a general concept of where the story is going, but he fills in the specifics and fleshes out his plot twists and character development along the way. And sometimes, I bet Burlew struggles with writer's block; he'll finish an update only to realize that he has absolutely no clue where to send the story next. That's not indicative of poor planning, as it happens to every writer, even those with elaborate guidebooks at their perusal.
At moments where Burlew is legitimately stumped with a severe case of writer's block, he can respond in two ways. He can shovel out crappy updates and bland filler until he finds his groove again, or he can delay the next update and take his time to compose his thoughts. Personally, I vastly prefer the latter approach, which ensures a longer-term posterity for his work. He can try to satiate the eternally-hungry masses now, or he can keep focused on crafting a higher-quality masterpiece that will remain relevant later, long after OOTS is finished.
