Did you know that according to an article in Science that Uranus could be tilted on its side because of the gravitational action of other large gas giants like your mom.

edit: Seriously though the tilts of the gas giants could potentially be explained purely by gravitational interactions.

I'm guessing that they've sent in the bomb first to make sure that there actually is something worth examining beneath the surface. If they find water and perhaps layers of cheesecake beneath the surface they'll probably go with the drilling option, but if it's just more surface rock, they wouldn't bother, I assume.
