If you're expecting me to answer any legal questions whatsoever, you might want to wait until September.

Because for the next couple months, my mind's in complete shutdown mode. As in, I want to at least pretend for a little while that I know absolutely nothing about the law. I want to erase the last year from my memory entirely.

...If you spent several weeks in April and May basically waking up, studying for eighteen hours, and then going to sleep, you'd understand the feeling.

(Also not a single one of my 1L classes covered public congregation on the streets. In Criminal Justice, we concentrated less on misdemeanors [which can vary tremendously on a state-by-state basis] and more on felonies like homicide and rape. I think we spent all of one week talking about minor traffic violations, and that was largely from the perspective of racial profiling.)

I'd suggest using Google to look up your province and the laws in question. For instance, I got this page just by Googling "Wisconsin loitering law." If similar doesn't bring anything up for you, just play around with the words.

Or if you are making the assembly of people you can avoid being arrested or fined.
 
I'd be curious if the numbers are sufficient to bring public gatherings or the related terms into play (right to assembly vs. needing a permit, etc.). However, meeting in the middle of the street should bring in traffic law, like jaywalking as mentioned, and issues with hindering traffic -- a public service being interrupted in the sense that we all should be allowed to travel on the roads? -- so I would expect you could look at either.

Regardless, if this is something that has or continues to happen in your area you may want to just ask the police what rules apply or if they can help. Most of the time they are actually quite helpful even if you just want to gather information.
