Tiefling Fast Hero 3/Gunslinger 10, since d20 Modern probably works best for this.

If you do it in D&D, probably a Swashbuckler 4/Rogue X with the Daring Outlaw feat.

In either case, the Dreadful is a minor artifact.

What is a "major" artifact, exactly?

An example of a minor artifact would be a Deck of Many Things. A major artifact would be something like the Hand of Vecna.
