Dude, it was pulled earlier today by request of Sega.

If I want to play Streets of Rage single player, I'll pull out my genesis.
 

If it doesn't have online play, I don't care, and I didn't see that mentioned at all.

Edit: Care even less now.

Edit 2: Though if it was available for download for even like ten minutes before being pulled, it's still totally acquirable. That's how the interblogs work.

No, I don't have the iPhone. No, I would have bought this game in a multitude of ways had Sega actually gone out of their damn way to get it to me!

But shutting down a fan made game that's been in development for 8 years? Giving me a shitty port that I can't Damn play?!

The letter I give Sega is going to be really coarse!
