Adobe Photoshop 7.0'll do the trick.

I mean, hey, it's what Brian uses, so why not!

If you can't afford Photoshop (I heard it costs around $90), IrfanView and GraphicsGale work nicely. I like using MSPaint, myself.

I looked at photoshop and the number i saw was like $650. I mean WTF is that? right now i use this one photo editor that really friggen sucks. I cant even make a speech bubble. Im gonna try MS paint again. but i am still VERY VERY open to suggestions.

[EDIT] ya photo shop 7.0 is $649.99 and the update from 6.0 to 7.0 its $169

A word of advice: If your going to use photoshop only use it to make page layouts and put in little tweaks, I.E. layer effects or filters or something, 'cause photoshop is absolutely HORRID for spriting. I've used various programs for gif making/pixeling..Photoshop, Gif Construction Set Proffesional, ms paint, etc. Each has their own perks. Lets weigh the pros and cons.
~~Pros~~
Photoshop: powerful tool if you know how to use it.
GCSP: easy to use and free
MSpaint: you already get it with the computer

~~Cons~~
Photoshop: a tad TOO powerful for spriting, not to mention overwhelming and tedius when it comes to pixel by pixel work
GCSP: compression of images is crap.
Mspaint: same as GCSP

Graphics gale was made specifically for spriting. Multiple layers, built in animation, easy to use layout, color picker is right mouse button (probably the best aspect of G-Gale ever!).
go here and download G-Gale: http://www.natomic.com/hosted/marks/mpat/tools.html
I've been spriting for a few years now and the tutorials on that website still help me. Sure it says theres a 30-day trial limit for making gifs, but if you keep the installer you can uninstall G-Gale after the time limit and reinstall it (make sure the entire G-Gale folder is deleted 'cause a few files still stay behind if you do add/remove programs)
