IIRC, the rule was implemented because it was unlikely that a foreign-born President would truly have the United States' best interests in mind if there were a conflict between the US and the hypothetical president's country of origin. Especially in times of war. Can't speak for its veracity, but it was fairly understandable given the political climate at the time, when war and imperialism were rampant. Hell, we couldn't even wait fifty years before leaping back into war ourselves.
Of course, this isn't why people care about whether Obama is American. His nationality is merely a convenient (if in this case wholly and demonstrably baseless) venue of attack to disguise the fact that certain people don't want a black man in the white house.
But, turnabout is fair play, so let's hear it for Romney.
