Thrawn didn't have his throat slit. That was Captain Pellaeon, who survived the wound. Rukh left his blade in Thrawn's chest, his last words being: "But it was so artistically done."

I'm presuming you meant those were Thrawn's last words, as Rukh went on to live. Anyway, it's been so long since I've read the books, I can't remember everything.
