It's part of an American commercial for a popular cereal called Captain Crunch. The kids get 'crunchetized' when they eat the cereal....which is why I think that they are on drugs.

I think it would be more along the lines of "Tron" than the Matrix.

Dealer: *hands over ziploc bag of cap'n crunch* right here, where's the money?
Buyer: I can spare some Fruity Pebbles.

No, it would be Lucky Charms, not Fruity Pebbles. It has at least as much drug content as Captain Crunch.

Just about every cereal advertises like drugs. Look at Trix or Cocoa Puffs.

Fruit Pebbles, and Pebbles in general, are addictive enough!
