You're right, a solid-state drive has no moving parts and makes no sound whatsoever. If it's a PSU issue, which it might be after all, you have to consider the following:
- is the wattage high enough to meet your needs?
- did it suffer a surge, which can partially damage it and lower its stats?
- is there a possibility of defects?
PSUs aren't the most expensive component, but they're not exactly the cheapest, either, so you should find some way to test it before dropping money on a new one if you can help it.
