If it were serious (which it's not, as Mirai said, dude's trolling, and as Prem said, Dr. Phil is an idiot), we would have to take it seriously and treat it as an actual... thing. Like Phelps and his website and his people.
If it is trolling, on the other hand, we simply chuckle at it and the people that fall for it.
It's like the difference between Jonathon Swift's modest proposal and Jeffrey Dahmer talking about eating people.
