I would say that's debatable, I would say a good troll is one who gets the most rise out of their target, and the least rise or possibly enjoyment out of the audience. (A good example would be S. Colbert vs socially retarded leftists.)
I would say the most impact-heavy or effective troll is one who trolls in a way that no one even thinks of classifying it as trolling and gets maximum rise from the audience, but at that point it stops being childish as much as malicious which I do not support at all.
On the other side of that spectrum you have trolls who believe they are helping someone, like the metaphorical imaging of FF Tactics, which I do entirely support if done with good intent, even if the effect is somewhat less that desired.
