Yeah this is probably a fair point. I think what I was trying to imply was a sense of exhaustion or even refusal to fight but it's probably true that this kind of event would lead to an even greater conflict between whoever was allied at that time. I would like to say that I am trying to leave some of the details sufficiently vague to explore in future campaign ideas. It's not set in stone though, I may do some editing to give us more plausibility.

Electronium, despite being lifted from magicite, isn't a magical substance. It conducts electricity so is used in industry, but small quantities can be used by people and interacts with human body in such a way that they can use Electronium to control or alter substances.

The Arm of Arden has jurisdiction everywhere, but not over everything. That said, this is still a nutty amount of power for what is basically a 3rd-party UN + Jedi Order so 'absolute power' is totally fodder for the 'baked in' tension as you said.
I'm brainstorming story lines where a minority of ranking Arm leaders make a play at world domination, other stories where the normally appreciated presence of the Arm causes tension or is even outright challenged.
