Ah, gotcha. So is it an assumption of the system that starting players will look sort of "lumpy" in their points, with a bunch of low areas to facilitate higher scores?

Proficiencies are added to your 'Ability' modifier only when preforming a related activity. If you are Climbing a cliff face for example, you get to add your Climbing Proficiency to your Ability multiplier (the Ability in this case being your Grapple score).

I see, that's what I suspected. I think my initial concern was the fact that you originally could opt out of a Proficiency in order to get a new Ability point; Since base Ability points applied to everything while Proficiencies were narrow, it seemed to always make sense to just take the Ability bump.
