I am not, but I have many friends and family members who are? My guess is that it's more the latter. It did freak me out that it was addressed to my email alone, not as part of a group/batch. Google searching only turned up one other hit of some other guy talking about getting it...

Yeah, I looked into it; the names are all elected government officials and the addresses I bothered checking corresponded to them. And in any case, I really don't feel maliciousness like that should go under the same descriptor as, say, going on to a Star Wars forum and talking about Mr Spock is your favorite character.
