That's the list Harley had in Arkham Asylum, the people she was freeing? Did we ever fight Mr. Cobblepot? I don't think so. But then, with the Joker and the Harley fights, they just stood around while their thugs did all the work, so maybe The Penguin was excluded so he didn't have to embarass himself trying to fly somewhere out of range? Oh well.

The Penguin will probably be in the sequel...

Danny Devito was a good Penguin, it's too bad the Nolanverse is too realistic for helicopter umbrellas or I'd like to see that in a movie again. Now, the shotgun or flamethrower umbrellas, on the other hand...

Anyway, in the game universe the Penguin could have like a bunch of different umbrellas for his multiple attacks, not only the ones already mentioned but I'm sure they'd come up with others, like an umbrella that shoots acid like in the cartoon.
