EDIT: My main problem with Noncompoop is that it sounds like too long a word to be used for the sort of character we're trying to portray saying it.

Nonsense, (See what I did there?) nincompoop could totally be used in 80's cartoons. Not to mention other such long winded insults such as "decepti-creeps", as previously mention, which uses at LEAST 4 syllables.

Now, if you're a cartoon villain, you're going to go with more direct insults.

-You muscle-bound buffoon!
-You imbecile!
-We should call you (Some spin on the characters name that insinuates they are stupid, wimpy, weak, ugly, etc)
-(something) Brain! (Something good be literally anything. Seriously, pick any noun.)
