I'll concede the point that he could have done the freelance pilot thing... probably. Assuming Shinra didn't somehow prevent him from doing so on account of being dicks. Of course, he might simply not have had the money for fuel and maintenance. Also, no way is he rebuilding his dream on his own. Going to space costs time and, most of all, money, which he does not have.
