The UN doesn't pretend to have rule over subject countries and I would be quite scared if they did. It's not really a world government so much as a world forum.
The idea behind the UN is more to keep countries in constant contact and discussion with each other than anything else so that the first point of call is the UN debating room rather than the military battlefield.
It's not really designed to take on military roles and I really REALLY don't think it should be. The idea is frightening on my levels. The UN there to help prevent wars taking place by diplomacy and to clean up the mess afterwards.
The point is that the UN is a forum. Any failings by the UN are more failings by individual countries, mostly the security council members who pretty much control everything.
