I doubt he's making it up. It sounds too formal and eloquent (by Bikke's standards).

Although Bikke is quite clearly a moron and so has little capacity to remember such things, a pirate code would be quite important for him to remember with what little capacity he has to do so. He is a self-styled pirate, after all.
