Smarty...you are trying to insert real world values/definitions on a fictional universe.

Mewtwo is a Psychic Type Super-clone of Mew, a Psychic Type.

Can they not genetically engineer you such that your brain is advanced enough to accommodate the growth of psychic powers?

I mean, it being of the mind is all well and good, but the brain has to come into play at some point for you rmind to have something to come from, which is something they can attempt to re-create.

With hollywood genetics, anyway.

And clones can totally have a soul. That was the point of the first movie (well, the American version, anyway. Mew was kind of a dick to clones in the Japanese version)

If the powers stem from some genetic coding of your brain development then are they really psychic powers anymore, should we not develop a new name to reflect our greater understanding? Should we carry on calling chemistry alchemy?
The manifestation we see of psychic powers in the pokemon universe is spoon-bending which keys this into traditional representations of psychic powers and not simply you are really intelligent and in this universe that means you can bend things with your mind. Psychic ability does seem to be in this universe an on/off switch, either you have it or you don't which would suggest a genetic basis in which case we need a new word for it.

Kinda seems that man-made and legendary would be some what contradictory. It would be interesting, but most of the legendaries have been gods and spirits and things connected to the very most fundamental elements of the universe. Well, a recent one (although a disappointing one) is Genesect. Although technically, he is an extinct pokemon (although we never had to get a fossil of him) that was already dangerous when it was alive, but then revived and grafted with technology to make it even worse.

And yes, while ditto is genderless, he breeds like crazy. But his entire gimmick is based around mimicking other pokemon, even rewriting its own genetic code flawlessly to become the opposite gender of species that otherwise don't specifically have the opposite gender in game like Kangaskhan (which lacks a male counterpart).
Then again, Ditto isn't exactly necessary for this, given that pokemon can mate with pokemon of other species so long as they share similar egg groups.

I'm not sure if we need a new name for the ability to perform action at a distance due to your greater intelligence, probably because any other word for such a thing would smack of "psychic powers, but we don't want to call them psychic powers today"

Besides, I'm pretty sure that Mewtwo was not the first result of the cloning project. I get the feeling that the researchers in the burned building probably went through a number of clones with Mew's brain structure before one actually manifested its powers.

Of course, that sort of interferes with the idea of psychic species that always have such powers, even the really dopey ones like Slowpoke.

What it's it's part of the genetic code that unlocks the psychic ability? As in the ability is still to do with the mind/soul but it would be impossible with a certain strand of genetic code. Might explain why not all pokemon can learn all TMs as well. It could also suggest that cloning Mew wasn't just about figuring out if you could clone a pokemon (because really, why start on something so advanced that is said to contain the dna of all pokemon?) but more about isolating that psychic strand of DNA.

Ah, I forgot about Genesect and his cannon.

But Ditto itself can't breed. I don't think there's a way to get a ditto egg. Even genderless pokemon like Magnemite can breed with ditto but ditto itself can't manipulate it's own genetic code in a way to create a new ditto.

Which poses the question, where the hell do dittos come from?
