Also yes ships are moving pretty fast and so are the pieces of debris but not nearly as fast as we're apparently talking about, because space warfare in Mass Effect is making use of the same methods of FTL travel that the ships use. The negative or positive charges of Eezo changing the mass of an object to allow it to accelerate to ludicrous speeds. If a Kinetic Barrier only responds to stuff moving at a certain rate, it would need to be on the same scale as the individual soldiers.

I recall the entry as explaining that they "could" be set to only respond at certain speeds. With differing uses of the barriers needing different settings. If an object travels above a certain speed, the reflex is activated and the object is repulsed.

I would imagine it to be very difficult to keep that sort of thing set to "EVERYTHING FUCK OFF" while keeping yourself up in a planet's gravity well and shooting and stomping around. An Impractical tactic all around.
Perhaps the Reaper didn't expect a huge fucking devil worm to up and fucking tackle it? They are confident that nothing can stop them because they kept tight control of technologic progression so they would never actually face an unexpected challenge, and arrogance coupled with a cycle that lets all sorts of crazy shit evolve in the ether makes for giant worms tackling space chiggers.
