House author Sue Tibbs, R-Tulsa, said Senate Bill 91 has no connection to questions about President Barack Obama's birthplace.

"This is not a 'birther bill,' " she said. "It has nothing to do with Obama at all."

Of more practical importance, the bill would require all candidates for office in the state to prove their eligibility. Under current law, candidates are presumed to be eligible unless proved otherwise.

The measure would not require state candidates to provide birth certificates, although it does give the state Election Board the authority to determine which documents would be necessary to prove eligibility.

Which basically means. "We need your kindergarten vaccination records, signed by your principal. What!? Don't have it? What are you trying to hide?
SB 91 now goes back to the Senate.

Rep. Sally Kern, R-Oklahoma City, said minorities earn less than white people because they don't work as hard and have less initiative.

"We have a high percentage of blacks in prison, and that's tragic, but are they in prison just because they are black or because they don't want to study as hard in school?" she asked. "I've taught school, and I saw a lot of people of color who didn't study hard because they said the government would take care of them."

Kern said women earn less than men because "they tend to spend more time at home with their families."

Her approval rating, has since gone up.

Teacher retirement: The House passed SB 377, which would raise the age at which people entering the Oklahoma Teachers Retirement System could qualify for benefits.
