I'll have to agree with :The Godly ME: and say that anime characters ARE cartoon characters. so i would have to say my favorite fake person is.......

Stewie Griffin...he wraps up all of the cynicism, hatred, frustrations, and twisted humor that I could ever hope to have and shove it into the body of an infant.

No man, it's all about emit nervent. the guy in the background of every freakazoid cartoon who had the creepy large grin and looked like he stuck his finger in an electric socket.

Cosgrove was awesome too.
