That fan translation isn't just a retranslation either - it fixes a lot of other stuff and improves the graphics. Originally, it did some mode 7 stuff as well, but that got taken out of later versions.

The guy who translated the German version to English was kind of an anime fan douche though, so he did some unnecessary "all according to keikaku" type stuff. But I can't really complain THAT much when he did such an awesome job with all the rest.
