Honestly it makes perfect sense. Based on the fact that the franchise hasn't been milked to death, I'm gonna go out on a limb and assume it's not a big seller. I wouldn't expect the HD ZOE 1 & 2 to be anything more than really crisp ugly-ass PS2 graphics, based on what I saw of Metal Gear Solid: Peace Walker HD. I really don't think they're going to be willing to spend a lot of money on something that isn't guaranteed to give them big returns. It's basically ZOE 3DS or no ZOE 3, like it or not.

The pilot rides inside the orbital frame..mech..thing's dick and the game is very blatant about it. Makes it kinda hard (http://instantrimshot.com/) to take the game seriously.

Are you serious? I was like 13 or 14 when I first played ZoE 2 and my friend and I were instantly like "Holy shit, the mechs have dicks, what the hell?" But the game itself was freaking awesome and I regret only renting it and not buying it. Now the damn game goes for like $80 on e-bay so I'm stuck here waiting for the remakes just so I can save $10 to $40 (depending on the final price).

On topic: I won't be getting a 3DS just to play ZoE 3. I barely use my DS Lite as it is.

But I do not own a 3DS. And aside from Ocarina of Time, there are literally zero reasons for me to want to own a 3DS. And I'm a university student who cannot afford to be throwing my rent money around all willy nilly. So when I hear that one of my most beloved franchises is seeing a sequel/remake on a system which I do not own, and that I previously had no interest in owning, and a system that I have frequently derided, I get frustrated.
