Even those of you without PS3s or 360s.
The game perfectly nails the tone of the best Metal Gear games, the gameplay is incredibly fun and really rewards skill, the parry mechanic in particular is excellent. It's loaded with great codec calls and secrets and replay value. And the whole damned cast is amazing from your codec buddies to the villains. Hell as of this game, Raiden is now my favourite Metal Gear protagonist. Yeah. MGS3 is still my favourite Metal Gear game though, but this is close.
You can invade Denver and slaughter most of it's police force with a staff made of cyborg arms. You can use this staff as a stripper pole and have Raiden tear people apart while doing a spin on it Bayonetta style. You can suplex a Metal Gear RAY. You can cut bosses into hundreds of pieces. The final boss is insane and beautiful and perfect in it's insanity.
So in conclusion buy this game people. It's the best thing Platinum's done since they stopped being Clover and the best thing Kojima's been associated with bar MGS3, and in both cases it's close.

Can I just note that the cyborgs in MGR:R look a LOT like the augmented folks from Deus Ex: HR?
Seriously. When I first saw them, I was doing a double check: "Am I playing a DE:HR sequel or MGR:R?"

MGR:R is tons of fun. It's like Metal Gear Solid only more self aware and also an awesome action game. Beat the final boss (hahaha, holy shit. A true Metal Gear boss) on Normal yesterday and am currently going through the game on Hard.
It also has some pretty awesome music I have to say.

Hmm, I have heard mixed things about it, mostly about the cutscenes and the idiotic plot, but if it's more in line with MGS3 on the cut scenes then I will look into buying it (when it's cheaper).

That almost sounds like you have no idea what kind of game MGR:R is. If you play games primarily for the Story MGR:R is not for you. It's a game you play for the gameplay.
When people cite the cutscenes and plot as a reason for not playing the game (or any platinum game) the palm of my hand moves towards my forehead at quite a speed, let me tell you. Not only doesn't it matter at all because it's a game with actual gameplay and not God of War levels of shitty "cinematic experience" or whatever the youngsters these days call it, it's also, at least according to me, a well written "bad" story that's still better than the general plot of MGS, in part due to the fact that it affectionately parodies it at points. MGR:R knows what it is and it doesn't take itself seriously, which is what I enjoy it for.
The ridiculous plot and cutscenes are part of it's charm, for me at least, if that doesn't work for you that's okay.
Think: "What if Metal Gear were suddenly more anime." If that sounds like something you wouldn't enjoy then well, sucks for you, personally I enjoyed it. But even if I didn't the game itself is still a blast and that's what I bought it for. I didn't expect to enjoy the cutscenes at all.

The game just looks so terrible I simply can't conceive of it being good.

Well that's why I have been confused by some of the reviews because it looked WAY more action-oriented than MGS4 or traditional MGS games but some of the reviews go "and then the action screeches to a halt for yet another cutscene" which I could find annoying.
On the other hand, I have a pretty hard problem passing up an MGS game, so I will probably play it anyway. I remember seeing the trailer and going "well I want to play this". Whereas The Phantom Pain made me shake my head, sadly, at the fiasco it seemed to imply.

Just beat the normal mode. Now to S-rank every mission on every difficulty.
Game turned out amazing, and I thoroughly enjoyed it (Sunny did give me horrible flashbacks of Vanille from FFXIII, but other than that there's isn't anything to make the game bad).

Think of the mods. Or can mods even do this justice?

Twenty bucks is a good deal... but will it be an ass port?

Well, it's got an ZANGEKI meter for extra cutting, which I think means you can chop things up into waaaaaaay more pieces than the console versions. It also recommends an i7 processor for max ZANGEKI, which is... whelp. Insane amount of physics required for that, I guess.
Depends on who's porting it, I guess. What else have Konami put on Steam? I've heard Castlevania LoS was a pretty good port.
If it turns out to be ass just throw Durante at it, he of Dark Souls and Deadly Premonition resolution modding fame. But I think this one's got a wee bit more budget and expertise behind it.
