The TF2 Team has recently been working on adding a matchmaking system to the game- in theory, it will match your skill level with other players of a similar skill level and put you in a game together, ideally preventing pubstompers and newbies from ruining the fun.
It's recently entered a closed beta, with invites being given out at random to members of this group (http://steamcommunity.com/groups/tfcompetitive). Members of the beta also receive passes fairly frequently which can be given to other players to give them access to the beta as well (think along the lines of the DOTA2 beta).
It's still very much beta, so the matchmaking isn't exactly perfect at the moment- probably the player pool is too small to work well just yet. It also only supports 6v6 matches at the moment, but there are no restrictions on class or weapon choice.
I don't have a beta pass yet, but I'm trying- should I manage to get one, is anyone here interested in having an invite?
