There's probably a way to change it in the config files, but I don't know it.
I do, however, know this somewhat less elegant solution:
- open Steam
- right-click HL2 and select Properties
- click "Set Launch Options..."
- enter "-width 800 -height 600" (without quotes) and click "OK"
(if 800x600 isn't a valid resolution for your monitor, use 640x480 or 1024x768 or something else that is)
- click "Close"
- start HL2 and select a new resolution from the config menu
- quit HL, right-click it, Properties, Launch Options, clear the box (your new setting is now in the config files and you don't want to override it each time you start it), OK, Close
