It has something to do with this japanese comedian who would put his hand to his head and say "That's the way it is, ma'am" or something along those lines.

Basically, Wobbufet was loosely based off of him, and his name can be translated to that catchphrase.

Everyone should love Wynaut.

Also Blues must now use Wobbuffet for two reasons.

1) Wobbuffet is actually one of the better pokemon with an incredibly useful moveset and one of the few totally FUBAR'd unbalanced ones.

2) Nobody likes him.
