If by training you mean "ability to survive a week doing action science", wouldn't he hold everyone to his standard?
That way noone would pass probably including Robo himself.
Unless of course he doesn't know how awesome he is,its hard to judge a guy's modesty when he says so little.

Arcon -Jenkins knows that the propeller-heads he trains are never going to meet his personal standards. They just have to meet the much less ambitious Army Ranger-level of training requirements.
