You would need the new drivers for TF2 if you needed them for Portal. They are probably talking about your display drivers or something, which would be found on the website of the company that makes your video card. They are free to download as well.

No, I was not asked to update my drivers, but my drivers are constantly updated. I check for updates every two days, so if you're not checking every two days, then it's reasonable that you'd need a driver update.

The nice thing is that if you already have Portal installed, TF2 is quicker to installl. But it does cost money (not much though, it retails at 20 bucks).
