Where 'XX' is the number of minutes in it is, and 'YY' is the number of additional seconds in. In other words, it's the time the video tells you. If it's 0 minutes, however, just drop that bit off.

I think it's because youtube video's don't play at a per second frame rate, they're cut into pieces. Kinda like how you when, no matter how much you drag the slider, try to get it in the exact place you want, it will go wherever the hell it wants to.
for example, i put the slider to start at 20 seconds in this link.

It started at 18 seconds instead.
Just my conjecture anyways.
