Word Press and Comic Press

Will wordpress and comic press work with, say, blogger, or any free web hosting service? Or do you need direct ftp access in order to impliment it?

FTP access is pretty much required and on top of that you need a MySQL database too I beleive.

Nikose is absolutely correct. I'm running wordpress on a webserver on my local network and access to files and mySQL are required for it to work. PHP is also a must.
