Turn off all the electronics in the room. All of them. Computer. Off. Television. Off. Radio. Off.
If you have a fan put it near your bed, about 3-5 feet away from your bed. Turn it on a setting that won't make you uncomfortable, and listen to the white noise. A TV used to work for this, but since the switch to Digital there isn't anymore snow ![]() Turn off the lights, but avoid complete darkness. Nightlights aren't just for 5 year olds. Don't partake of any stimulants (Cigarettes too.) 2 hours before you go to bed, even if you do get to sleep it makes you easier to wake up. Turn your clock around where you can't see the time. If you see the time, you might obsess over it and this causes your brain to go into overtime. Clean your room and make sure you don't wait until the last minute to do a project, for pretty much to same reason as above. That's all I got. Most of that stuff has worked for me. (Says the guy posting at 5 am)

The Fan bit works for me too. However it only works if i feel the air. Otherwise I can't sleep without something blowing on me

Make working out a daily event. And I don't mean "Oh hey I went for a 15 minute jog and I kinda' worked up a sweat." I mean, "Oh my god, my fucking arms are on fire."
Also worth in, your body temperature drops when you sleep, hence why we use blankets. I often lay on top of my covers for a while to cool down, and I find that it helps me drift off. You need to crawl back under the blanket, but by that point you're probably around half asleep anyways.

It's true, though. I hate it when my family sets the A/C too low, because my room is the smallest in the house and always 1-2 degrees F warmer or cooler depending on if we're heating or cooling. When it gets down to 68F, I'm nigh-incapable of waking up because I'm a skinny little guy and it's enough to keep my metabolism low enough to keep me under. You'd think my mom, a nurse, would understand this, but apparently not. Hell, I think if I was underwater, 68F would be low enough to be fatal.
