You use quotation marks, not apostrophes, to denote a quote. Also, the period never goes outside the quotation marks at the end of a sentence, unless there is a parenthetical citation for the quote, in which case the period goes after the citation. We'll let starting your sentence with "and" slide, for the most part.
Examples: And it's "ARE our children learning." Concerning artistic freedom, Fletcher offers the following: "There is no such thing as Freedom in Art [sic], writing, game design, or really any form of media. Anyone who says otherwise needs to grow up and open their eyes" (2012).
