I can buy the whole transformation sequence, but what I can't buy is that the bad guys just sit there while they transform. Take Sailor Moon for example. While she's doing her whole "Moon Prism Ultra Power Holy Eternal Make Up" dealy, the villains could be booking it out of there with the lifeforce/pure heart/whatever they had stolen. And it's not like time freezes while they transform, because in one of the episodes (Season one), while Serena transforms in front of Darien, they show him reacting to her transformation "Serena's Sailor Moon!"
BUT, on the other hand, this is a universe where we accept that nobody would put the connection between the five girls who look exactly like the Sailor Scouts and the actual Sailor Scouts, so anything could happen.

Actually, it's my understanding that in most cases, time IS effectively frozen for the duration of the sequence. You notice that all anyone ever is shown seeing is a glow from off screen for, like, two seconds, and that's just so they can utter their sheer and utter surprise that a tiara separates battle and school uniforms and nobody had half a brain to notice who they really were, even though there was no attempt whatsoever to hide their faces.
Darian is shown transforming by holding up a glowing rose and throwing his hat in a circle. It's probably safe to assume that the other sequences are just as instantaneous, but are shown slowed down, with music, and possibly with the final poses thrown in just to eat time for the viewer.
The only foil I've ever seen to this is in the first Power Rangers movie, where after all of the posing and flipping, they realized, "Oh, snap! They actually ran away on us!" like it wasn't the reasonable thing to do and because it'd never happened before.
